Devletinin siyasal karar alma ve bunun somutla\u015fm\u0131\u015f görüntüsü olan kanun, kararname vb. yapma ve yürürlü\u011fe koyma yetkisi vard\u0131r. Bu tür kararlar, emredici, yasaklay\u0131c\u0131 ve düzenleyici yönleriyle ekonomide gelir ve kaynak da\u011f\u0131l\u0131m\u0131n\u0131 ciddi olarak etkiler. Toplumun ve toplumu olu\u015fturan bireylerin ayr\u0131 ayr\u0131 ya da bir kaç\u0131n\u0131n bir araya gelmesiyle sa\u011flayamayacaklar\u0131 gereksinim ve isteklerin gerçekle\u015ftirilmesi amac\u0131yla devletin sa\u011flamak durumunda bulundu\u011fu gereksinimlere “kamusal gereksinimler” denilmektedir.
